Dr. Hernando has worked as Team Leader of the UNDP-Civil Service Royal Commission of Bhutan (RCSC) Institution-Building Program of the Royal Institute of Management of Bhutan, and as Country Specialist for Vietnam in the Staff Performance Assessment and Evaluation Study of the International Service for National Agricultural Research (ISNAR) and the Asian Development Bank (ADB). She has also served as Consultant to international development agencies such as the UNDP, UNICEF, WHO, and USAID, and continues to be part of a select group of management trainers deputized by UNICEF-New York to conduct management excellence programs at UNICEF offices in Asia.

She pioneered community organizing work in the Philippines and has worked with NGOs such as the Philippine Business for Social Progress (PBSP) and the Philippine Rural Reconstruction Movement (PRRM). She holds a Doctor of Philosophy in Educational Sociology-Anthropology from the University of the Philippines (1995), and specializes in the fields of organizational development and human resource management. She teaches Human Resource Management at AIM.
