Professor Rufo R. Mendoza, PhD is part of the Institute’s core faculty. He is Co-Chair of AIM’s Finance and Accounting Department and the Program Director of the Executive Master in Development Management in Public Finance. His primary area of interest lies in Public Financial Management (PFM), specifically financial planning and budgeting, revenue generation, expenditure management, accounting and financial reporting, project finance, and financial performance measurement.
He has more than 20 years of teaching and administrative experience in leading Philippine universities at the graduate school level: Professorial Lecturer/Senior Lecturer at the Faculty of Management and Development Studies of the University of the Philippines Open University (2005-2013); Academic Program Manager, Head of Public Finance Cluster, and Lecturer at the Ateneo de Manila University's School of Government (2005-2011); Senior Lecturer at the University of Philippine Los Baños (1996-2003); and Professor-Academic Consultant at the Graduate School of De La Salle Lipa (1996-2007).
In the Accountancy profession, he was Vice-Chair (2011-2014) and Member (2007-2011) of the Professional Regulatory Board of Accountancy, the highest body in the country’s Accountancy profession. He was also Chair of the Continuing Professional Development Council (2009-2014) and the country’s delegate to the ASEAN Meetings of Professional Regulatory Authorities for the Mutual Recognition Arrangement on Accountancy Services. As a practicing CPA, he has been running a medium-sized auditing firm that provides assurance, audit, taxation, and consulting services to businessmen and firms engaged in manufacturing, agribusiness, trading, banking, lending operations, health services, etc. The Philippine Institute of Certified Public Accountants, the official organization of CPAs in the Philippines, conferred him with the National Award as Outstanding CPA in Government Service in 2010, and the National Award as Outstanding CPA in Professional Development in 2008. He was also the National President of the Association of Government Internal Auditors from 2006 to 2007.
In public management and governance, he has been doing consulting projects for various international development organizations: Senior Consultant in Public Financial Management (PFM) at the European Commission Technical Assistance for the Health Sector Policy Support Program (2008-2010); PFM Advisor at the Provincial Road Management Facility of the Australian Agency for International Development (2008-2012); and PFM Consultant in the World Bank, UNDP, and USAID. He was a consultant for the Presidential Anti-Graft Commission, Department of Health, Department of Budget and Management, and in a relatively large number of local government units.
Dr. Mendoza has published research papers in national and international peer-reviewed journals. His paper "Predictors of Profitability of Micro, Small, and Medium Enterprises in the Philippines", presented in the IABE 2015 Conference held in San Francisco, CA, USA (December 20-22, 2015), won the Outstanding Research Paper Award, Best Research Publication in Journal Award, and Best Paper Award, all conferred by the International Academy of Business and Economics, USA. He also received the Best Paper Award for his study, “Impact of Intangible Assets on Cash Flows of Publicly Listed Corporations in the Philippines”, presented during the 4th Global Business and Finance Research Conference conducted by the Australian Research Centre for Accounting, Finance and Economics in Melbourne, Australia (May 25–27, 2015). His paper, “Financial Performance of Micro, Small, and Medium Enterprises in the Philippines” also received the Outstanding Research Award and Best in Session Award from the Institute for Business and Finance Research during the Global Conference on Business and Finance held in Las Vegas, Nevada, USA (January 4-7, 2015).
He has written four books: Glimpses: The Philippine Accountancy Profession at a Glance (2013); Accountancy Research: Theory and Practice (2012); Training Design and Execution for Professionals (2011); and Guidebook on Enabling Local Governments through the Tax Revenue Assessment and Collection System (2005). He is a member of three international honor societies: International Honor Society of Phi Kappa Phi, Pi Gamma Mu International Honor Society in Social Sciences, and Gamma Sigma Delta International Honor Society of Agriculture.
Dr. Mendoza obtained his PhD in Community Development (cognate in Agribusiness Management) from the University of the Philippines Los Baños in 2001. He earned his Master's degree in Management, major in Development Management from the same university in 1996.
