In the context of the recently-concluded Rationalization Program which created new organizational structure, DepEd Region 9 felt the need for “retooling, relearning, and realignment” towards improvement of their services, particularly in the fields of governance and quality education. To answer this need, ZSDM customized the ‘Strengthening Governance and Quality Education in Region 9’ program, which aimed to (1) enhance the managerial competencies and leadership skills that will institutionalize the vertical and horizontal interfacing and operations at the Regional and Division levels, and (2) to provide/equip the senior officers the basic and essential competencies among academic leaders of the region/division offices in managing and conceptualizing development projects.
